All, Because their were so many agencies affiliated with the board of education, I put Phase-I of the strategy as a question to the Schools & Libraries division of the USAC. The Q&A reads as follows: Question: "As an Head Start Agency affiliated with the county's board of education, can I apply for a discount for my telephone services that the board of education pays for but I reimburse them directly? urgent.... More than 20 Head Start Agencies in Florida are waiting for this response. TKU Joe Burley " Answer: "The County Board of Education would be the Billed Entity since they pay the bills. They would need to be the ones filing under the E-Rate program and you would be listed as a recipient of service." Summary: If you are not paying for your phone service, then you have no grounds to apply for a discount. If you are reimbursing the school for payment of phone services that they pay for, then request your school district to apply for an E-Rate discount and list you as a recipient of service. If you are reimbursing the school for payment of phone services that they pay for and they have been applying for E-Rate discounts for the past several years, then consult a lawyer...
